Bad turbo/ Seals?

Smoking a lot out of exhaust one day at a -10F cold start up, loss of oil on dipstick. Seen oil on underside of car as well. Wondering if It just the turbo needing replaced or rebuilt. Or if I need to check other things. Oil also in the top mount intercooler.
